Which code applies?
Pennsylvania's Uniform Construction Code is statewide, and for one- and two-family homes it adopts the International Residential Code. The 2021 editions took over from the 2018 editions after a phase-in that ended in January 2026; the City of York's Bureau of Permits and Inspections says it began enforcing the 2021 UCC on January 1, 2026, with applications filed before that date allowed to proceed under the 2018 code if they were complete and still active. Municipalities administer the code themselves or through a third-party agency, and some add local amendments, so the code official for your address is the final authority.
Ceiling height and stairs
Pennsylvania township guides based on the 2021 IRC, such as Manheim Township's finished basement submittal guide, list a 7-foot minimum ceiling in habitable basement space and 6 feet 4 inches under beams, girders, ducts and other obstructions. Bathrooms need 6 feet 8 inches at the center of the clear space in front of fixtures, and stairs need 6 feet 8 inches of headroom. Guards at open sides of stairs are at least 34 inches high, and handrails sit 34 to 38 inches above the tread nosings.
Bedrooms and escape openings
Every sleeping room needs an emergency escape and rescue opening, which can be an exterior door or a window. For a window at or below grade, the same guide lists a minimum of 20 inches of clear width, 24 inches of clear height and 5.0 square feet of net clear opening, with the sill no more than 44 inches above the floor. A below-grade window needs a well of at least 9 square feet, projecting at least 36 inches and at least 36 inches wide, with a permanent ladder or steps if it's deeper than 44 inches. Manheim's guide also calls for a gravel base in the well and guards where a walking surface is within 3 feet. York Township's finished basement permit form asks every applicant to identify the basement's second way out, a walkout door or egress window.
Alarms
Expect the inspector to check smoke alarms in each bedroom, outside sleeping areas and on each level. In the Manheim guide, finished basements and basement bedrooms get hardwired alarms with battery backup. Carbon monoxide alarms are required where permitted work happens in an existing home with an attached garage or fuel-fired appliances, outside each sleeping area.
Framing, insulation and fireblocking
Bottom plates that sit on concrete must be pressure-treated. Walls need fireblocking where they meet the floor framing above and at soffits. Manheim's guide lists R-13 cavity insulation or R-10 continuous insulation for walls around habitable space; check your municipality's energy code requirements for exterior foundation walls. Electrical panels need a clear working space of 30 inches wide, 36 inches deep and 6 feet 6 inches high, which shapes where walls and closets can go.
How permits work in York County
Inside the City of York, the Bureau of Permits and Inspections in the Department of Economic and Community Development reviews plans and inspects work. Elsewhere, each township and borough handles its own. York Township's finished basement packet is a good example of what to expect: a residential permit application, two sets of floor plans and a plot plan; a plan review fee and review time of up to 15 business days; a permit fee of $4 per $1,000 of construction cost plus the state surcharge; separate electrical and plumbing permits; a per-inspection fee; and a certificate of occupancy after the final. York Township also requires plumbing work to be done by a plumber holding its township license, with a master plumber applying for the permit.
Radon
Pennsylvania DEP says about 40 percent of homes tested in the state are above the EPA action guideline of 4 pCi/L, and recommends testing every home. Test kits run about $20 to $30 at hardware stores, according to DEP, and DEP lists radon testing and mitigation firms holding state certification by county. Basements tend to read highest, so test before finishing and install any mitigation system before walls and ceilings close up access.
Moisture and heavy rain
York's record 24-hour rainfall, 13.5 inches during Hurricane Agnes in June 1972, is a reminder that basements can see more water than everyday storms suggest. Before finishing, check grading and downspouts, the sump pump and any signs of seepage. Older stone and brick foundations in the city and boroughs need wall assemblies that let moisture escape.
Hiring a contractor in Pennsylvania
Pennsylvania doesn't issue a general contractor license, but the Home Improvement Consumer Protection Act requires contractors doing $5,000 or more a year in home improvements to register with the Office of Attorney General and show the registration number on contracts, estimates, proposals and ads. Contracts over $500 must be in writing and include the work and materials, the total price, approximate start and finish dates, whether a permit is required and who will get it, and a notice of your right to cancel within three business days. For contracts over $1,000, a deposit can't exceed one-third of the price plus special-order materials. Contractors must carry at least $50,000 each in personal injury and property damage liability coverage.
