Basement finishing in the City of York

York was laid out in 1741, and many of its houses have basements built long before anyone planned to live in them.

The City of York had 44,800 residents at the 2020 census and about 19,000 housing units, many of them in neighborhoods that are listed as historic districts, including Fairmount, Northwest York, Springdale and the York Historic District. Finishing a basement here often means working with an older foundation and making smart choices about moisture before anything else.

Older foundations need a different approach

Basements under older city homes may have stone or brick walls, low ceilings and a floor that was poured or patched over the years. Those walls can wick moisture, so contractors usually avoid trapping them behind vapor-tight layers. Some basements simply don't have the 7 feet of headroom the code expects for living space, and lowering a floor is a major job. A good contractor will tell you honestly whether a full finish makes sense or whether a lighter remodel is the better use of money.

Water history

York knows what heavy rain can do. Hurricane Agnes dropped a record 13.5 inches of rain in a single day at the York weather station in June 1972. A basement that stays dry in an ordinary storm can still take on water in an extreme one, so ask about drainage, a sump and a backwater plan before you finish.

City permits

Inside city limits, permits come from the Bureau of Permits and Inspections in the Department of Economic and Community Development. The city says it began enforcing the 2021 Uniform Construction Code on January 1, 2026, so plans submitted now are reviewed under the 2021 codes. If your mailing address says York but you live in a township, your permit comes from the township instead.

Questions people ask

My basement has stone walls. Can it be finished?

Often, yes, but it takes a moisture-tolerant wall design and sometimes drainage work first. A contractor should look at the walls before quoting.
